With a number of mega-projects proposed for the area over the next ten years, Hardy Stevenson and Associates Limited (HSAL) was retained by Enterprise Saint John in the spring of 2007 to create a ‘Benefits Blueprint’ – a sustainable growth management plan for Saint John and New Brunswick. The Eider Rock Project in Saint John New Brunswick represents North America’s first new oil refinery in 25 years. Currently in southern New Brunswick, Atomic Energy of Canada Limited (AECL) is proposing to build a second CANDU reactor; Saskatchewan Potash is creating Eastern Canada’s largest potash mine; NB Power is refurbishing Point Lepreau Generating Starion; Emera Pipeline is constructing a major pipeline expansion into the United States; and the Canaport Liquefied Natural Gas Facility is being constructed. The developments will create an exciting energy hub in Eastern Canada with an economic clout that could exceed what the Vancouver 2010 Olympic and Paralympic Games will mean in the West.
The Benefits Blueprint addresses planning for all activities ‘outside of the gate’ for these projects and ensuring everyone benefits from the economic expansion. Specifically, HSAL developed a series of action plans to anticipate and avoid challenges associated with rapid economic and workforce growth; harness and capitalize on growth throughout the Province; and direct benefits to all parts of the community including marginalized populations. The core focus areas included: community interests and social issues; housing; infrastructure; arts and culture; training and education; business; and workforce development. Our team was funded by the Provincial and Federal Governments and Irving Oil.
