Economic Growth Solutions (EGS) was established in late 1999 as a consultancy specializing in economic development, tourism, strategy and business planning. Founding partners are John Murray, formerly of The Randolph Group, and Don Baxter, former Director of Economic Development for Metro Toronto. In 2002, when Don Baxter left the firm, Dave Hardy of HSAL joined the company as manager of our Ontario practice, and later director. In 2005 Bob Killey became Ontario Regional Director. The company now includes John Murray, managing director based in Vancouver and Toronto and John Hockin, director of Atlantic Canada, based in Halifax.

From the onset, the firm’s vision has been to establish a strong specialist capability for facilitating economic development, tourism planning and development, business planning, and marketing in municipalities, regions, tourism destination areas and provinces. In the past five years EGS has been involved in a range of provincially and nationally significant economic development and tourism consulting projects from coast to coast. Today, we still maintain the firm’s original model, that of a small, specialist consultancy with a nationally based practice operating out of offices in Toronto, Vancouver and Halifax. It’s been an extremely successful formula, one that has recently led us into involvement in diverse projects in Northern and Southern Ontario, British Columbia and Atlantic Canada.



Economic Growth Solutions Inc. prides itself on being a full-time, full-service consultancy with dedicated professionals who have made consulting their career for the past two decades or more. Despite having done little marketing and promotion, we have succeeded in an increasingly competitive environment with ever-increasing client expectations. We believe there are several reasons for our success:
  • Listening to our clients ― Too often there is a tendency for consultants to fall into the role of “know-it-all” experts ready to tell everyone what to do. Instead, we listen to your problems, issues and challenges and then through careful consultation, research and analysis propose effective solutions, strategies and plans.
  • Undertaking thorough research and analysis ― Our directors and associates have extensive research, technical and analytical training, and are well-qualified to undertake the comprehensive research and analysis (both quantitative and qualitative) required to fully understand the problems facing our clients, while recognizing realistic opportunities and solutions.
  • Engaging in effective consultation processes ― In our consulting assignments we have used virtually every conceivable consultation process in order to assist our clients. This type of effective interaction has included individual interviews, meetings with stakeholder organizations and interest groups, sectoral and special interest focus group sessions, public and community meetings, municipal council meetings and presentations, and surveys of various forms (including telephone, mail and the Internet).
  • Bringing in additional expertise when required ― We recognize that we can’t be experts in everything. Therefore, when specific expertise is required we recruit specialist consultants to fill the role. Over the years we have worked with architects, engineers, planners, industry sector specialists, and even Tall Ships experts.
  • Writing clear and concise reports and presentations ― We pride ourselves on our well-prepared report formats. All of our reports and presentations are designed to suit the level of detail appropriate to meeting our clients’ needs.
  • Building consensus and facilitating change ― In addition to our written project documentation, our biggest achievement is often the extent to which we build consensus for study recommendations and truly help to facilitate change. We pride ourselves on the extent to which the recommendations of our projects are implemented, and can point to many examples across Canada.
